Drunken Monkeys

When I'm done with this project I'm going to write an essay called "Drunken Monkeys", which'll be a diatribe against the notion of formalized project management and feature estimation.

I've been searching for this paper I read forever ago about the fallacy of the "perfect process design" that allows a group of untrained people to follow an exact set of rules resulting in the successful completion of any arbitrarily complex project.

I can't find the paper though. I'm still looking. I need to re-read it.
