The Nanny State

New York City, not wanting to be out-done by anyone, and certainly not wanting to let London (or England in general) keep the Nanny State title all to itself, requires apartment tenants to inform the city if they have children living in the apartment. If they do, the landlord must install window guards. If the tenant fails to inform the city, the landlord must enter the apartment to determine whether children live there - and consequently, install window guards if there are children.
1. a responsible parent probably doesn't want his children to fall out the window
2. so he would probably actively request window guards upon moving into the apartment
3. and why is the city taking it upon itself to force this?
So ridiculous. If anything can be regulated, it will be regulated.
